Gateway firmware

• Next-generation meter support: Added support for ECHONET Lite-compliant Wi-SUN bidirectional high-voltage smart meters (HVSM).

• Changed the timestamp of EPC-D0 (Release R one-minute cumulative electric energy) for ECHONET Lite LVSM to use the smart meter time instead of the gateway time.

• 次世代メーター対応：ECHONET Lite対応 Wi-SUN双方向高圧スマートメーター（HVSM）をサポートしました。

• ECHONET Lite LVSM の EPC-D0（Release R の1分積算電力量）のタイムスタンプを、GW時刻ではなくスマートメーター時刻を使用するよう変更しました。
